Led the capital planning function to recover a stalled program and meet full-year investment targets. Introduced a needs-based portfolio model, replaced arbitrary allocations, implemented a new project lifecycle, and reset governance and internal funding processes. Within 6 months delivered $17 million in capital works aligned to institutional priorities.

Mobilised a $150 million regional reconstruction program spanning flood infrastructure, community awareness, and nature-based solutions. Led stakeholder engagement to secure social license, including Aboriginal engagement. Established delivery governance across three tiers of government, sequenced funding tranches, and brokered delivery agreements across seven councils to enable 36 projects to break ground within eight months.

Division reset to restore mandate at a major transport agency
Reset the customer strategy and technology function to restore its role and license. Led over 200 interviews and multiple workshops to clarify purpose, redefine value, and reconnect the division to delivery. Mapped functional activity across teams, rebuilt its project lifecycle, and aligned it to internal and INSW assurance processes. Repositioned the group through updated policy and executive submissions.

Back-end strategy that secured a $100m+ portfolio for start-up firm
Provided strategic writing and planning support across the infrastructure and community portfolio.
